Woffs are generated for static fonts when make build is run, but not for variable fonts.
Ideally this would be done already by gftools builder. @guidoferreyra is looking into whether this is due to idiosyncratic gftools builder that can be fixed, or whether we need to use additional dependencies and run this as a post-process.
