Add locl feature for Bulgarian language #84

Hello @lyubomir-popov thank you, it does. In order to fulfill this request, it would include drawing several additional glyphs. Would you like to discuss adding it to the scope now, or should we come back to it later?

Hi @xxdgwxx, I think we should keep the current scope and assess the need for this separately.

You can learn more about the Bulgarian locl feature in this issue https://github.com/IBM/plex/issues/448. I hope you decide to include it in a future version of the font. It would be really helpful for everyone.

This shouldn't be hard to achieve, since many of the letters are already right in italics.
