Create MLflow 2.15 rock #15

Context

Although there is rockcraft.yaml file in the repository we are still publishing Docker image to ubuntu/mlflow. We want to use rock instead.

What needs to get done

  1. Fix the rockcraft.yaml for the MLflow
  2. Create CI for the rock
  3. Publish the rock under charmedkubeflow

Definition of Done

  1. CI is green
  2. Rock is published
