Context

Follow up for https://github.com/canonical/kfp-operators/issues/579

Once we have published to 2.3/stable tracks we should update the bundle to use those charms

What needs to get done

  1. Update the 1.9 bundle with the 2.3 KFP charms

  1. The bundle is deploying KFP 2.3
