Release process enhancements for 24.10

Context

This issue serves as a tracking issue for all the improvements and enhancements that'll be worked on during the next cycle and delivered by 24.10.

The following is a list (not fixed) of issues and enhancements the team considers important to resolve:

Definition of Done

The release process is improved and is mostly automated on different aspects: testing, updating resources, publishing, etc. Goals and DOD will be updated as we add tasks.
