Use juju 3.4/stable instead of 3.5/stable #944

Context

Based on the discussions in #940, the team has decided to use juju 3.4/stable for as long as it receives bug fixes support (until Aug 30, 2024). For more context, please refer to #940.

What needs to get done

Run a cannon script to change the juju version in CI from 3.5/stable -> 3.4/stable. Please make sure the following is covered:

Definition of Done

Juju 3.4/stable is used for CI testing in the aforementioned files.
