Update `latest/edge` bundle and release as 1.9 beta release #958

Context

In order to release CKF 1.9 beta, we have to make sure the latest/edge bundle is up to date with a correct list of charms and their latest configurations (e.g. trust, integrations, etc.)

What needs to get done

  1. Update the latest/edge bundle with the latest known configurations
  2. Pack it and release it
  3. Promote the revision released in 2 as latest/beta and 1.9/beta

Definition of Done

The bundle can be deployed with juju deploy kubeflow 1.9/beta --trust or juju deploy kubeflow latest/beta --trust
