Refactor the airgapped scripts to have testing and production modes #960

Context

Add different modes for running the scripts for development and test, for example the production mode should not pull the test images.

What needs to get done

  1. Find the sections of the airgapped scripts which should run in testing only and not production
  2. Refactor the scripts to have testing and production modes

The airgap scripts are refactored as detailed above
