Unify charmcraft-channel for `upload-charm` in CI #993

Bug Description

Right now we use different versions for charmcraft-channel in (integrate.yaml e.g. istio-pilot) and indirectly in publish.yaml canonical/charming-actions/upload-charm action (by default it uses latest/stable). We should unify that to use same channel for both cases.
