Rationale

Currently, the candidate page expires 48 hours after a candidate is rejected or withdraws. TS has requested that this be changed to 1 week instead.

Done

Added a new constants.py file to hold constants
Added a ONE_WEEK_IN_MINUTES constant to this file
Updated the candidate page expiration time after rejection to be one week instead of 48 hours.
