Update requirements for noble #29

This commit unpins requirements, allowing for unit tests to pass on Ubuntu noble (Python 3.12)

The CI failed because it can't not find controller. It maybe due to you fire the PR from the fork and it don't have permission to read the secrets. Or follow the document to trigger the action.

I'm afraid there's no other way to read the secret except you open PR from this project (not your fork). Note: you've already passed the repo-compliance policy, so the comment it useless.
