We saw that on environments creating LBs through openstack-integrator,
new LB transitions to PENDING_UPDATE for long time. This makes the check_octavia_loadbalancers turning to CRITICAL and then self resolving when the LB goes to ACTIVE.
Having a max_check_attempts similar to ntp charm, will help tuning the check in noisy environments.
