rallystatuses directory is not created #75

The cron entry /etc/cron.d/osc_rally (or actually the command executed /usr/local/bin/run_rally.py assumes the existence of /home/nagiososc/rallystatuses and will try to make it, if it does not exist.

On one cloud this directory was not created, and thus there where no historic files. This is possibly caused by a failing rally, but no logging is present

(by xavpaice) The dir won't be created till after fcbtest.rally has run, but is created before it's needed. If os.mkdir(HISTORY_FOLDER, mode=0o755) had failed, the exception would have been dumped into syslog as cron stderr output.

I'm unable to reproduce this, is there some situation we can use to reproduce this?
