Add monitoring for DNS entries provided by designate-bind

Implement monitoring of name resolution via Designate.

Possibly add monitoring of dynamic updates, ensuring that the process is working correctly.

The current check-dns allows us to monitor that certain names are resolvable, we would like to extend this functionality to automatically check Designate and designate-bind is working correctly regardless of the DNS server used by the openstack-service-checks unit.
