Create a relation interface for Mimir distributed

We need to add the mimir_cluster relation interface to this repository. The specifications for this relation are:

The worker (provider) side, should provide:

• its roles;
• its address;
• its port;
• its scheme (http/https).

The coordinator (requirer) side, should provide:

• the Mimir configuration.
