ci: enable merge groups for CI #1676

This doesn't set up a full merge queue, but it starts the process, as it allows all the CI items that run on PRs to also run on merge groups.

@mr-cal precisely. And since I'm in charmcraft on a pretty regular basis (and its tests are big enough to warrant it), I figured this is a good place to try it.
