Add Noble support to charmcraft 2.x #1710

What needs to get done

In charmcraft 2.x, provide support for Noble with a note that using bases + noble is deprecated and removed from charmcraft 3.x.

Why it needs to get done

Per meeting with @sergiusens and several charm stakeholders
