ToDo: Draft PR, initial implementation of Kubernetes Resource Handler Interface This code is a mix between what's introduced in PR#11 and what's inside resource_handler.py.

I have something similar in work here. I'm not attached to the name or anything, but I think we're talking about something broader than k8s resource handling, especially for the exceptions in this PR. Though I'm open to a standalone repo like this for just a k8s handler, and a separate repo to manage general things like the exceptions.

Closing this PR to avoid redundancy and duplication, a new PR is coming with all code in ca-scribner/charmed-kubeflow-helpers and a pypi package directory structure.
