What needs to get done

Update publish jobs for ROCKs to append the git commit hash to the image's tag

Why it needs to get done

As discussed in https://github.com/canonical/bundle-kubeflow/issues/747#issuecomment-1841137355, a ROCK's image tag should be <upstream-version>-<commit>. Thus, the publish jobs should append this commit when publishing an image.
