No locale data other than C.UTF8 #24

Steps to reproduce

Deploy the PostgreSQL VM charm providing the 'en_US.UTF8' value for the lc_messages PostgreSQL parameter.

Expected behaviour

Charm successful start.

Actual behavior

Charm fails to start.

Operating system: Ubuntu 22.04.3 LTS
