Add placeholder test plans as single entry for ODM cert coverage guide (Infra) #1287

Description

Add new placeholder test plans to client-cert-odm-server and client-cert-odm-ubuntucore pxus to provide a single entry for both automated and manual test plans in 22.04 and 24.04.

The new entries are only used for generating test coverage documentation and do not impact existing tests.

Such placeholder already exists in odm-desktop and other iot test plans.
