Remove GitHub Action to build doc on readthedocs.org (infra) #1392

Description

The GitHub project https://github.com/canonical/checkbox/ is using WebHooks to propagate changes in the repo to ReadTheDocs.com.

This GitHub Action was created back when we only had a readthedocs.org account. We are now using readthedocs.com, so this is redundant.
