fix dock/all-init-thunderbolt3-storage-manual is not set user to root (Bugfix) #1551

Description

The user of test case id: thunderbolt/storage-manual is root, however id: dock/all-init-thunderbolt3-storage-manual is normal user. This PR set the user to root for id: dock/all-init-thunderbolt3-storage-manual
