Added v4l-utils dependency for future test cases to have access to
v4l2-complianceandv4l2-ctl.Resolved issues

Tests
Verified on ubuntu16, 18, 20 virtual machines and ubuntu 22, 24 real machines that
sudo apt install v4l-utilsworks and includes the above commands
