feat(24.04): add python3 slice #387

@cjdcordeiro I added python3 symlink. As for python3-minimal dependency, it is not missing because python3_core depends on python3.12_core, and python3.12_core depends on python3-minimal_bins.

@cjdcordeiro I'll move the symlink to python3-minimal SDF instead, add add python3-minimal.
