This seems to happen because ubuntu does not belong to the "sudo" group even after login on Saucy daily cloud images, tested today.

Per http://bazaar.launchpad.net/~ubuntu-installer/user-setup/master/view/head:/user-setup-apply#L164 adding the default user is consistant with the Ubuntu Installer.

On Precise, the "ubuntu" user in cloud images is automatically added to the libvirtd group when libvirtd-bin is installed. This seems to have stopped in Saucy, and needs investigation for the juju use case.
