fix(ntp): Fix RockyLinux OS support #5864

RockyLinux is binary compatible w/ RHEL so we reuse the distribution-specific config from RHEL. Fixes: https://github.com/canonical/cloud-init/issues/5872

Tried signing the CLA but not sure who to put as Canonical contact in the form's "Please add the Canonical Project Manager or contact" field. It'd be good to get a contact-person for that.
