static: add missing systemd symlinks #103

We added a snapd.seeded.service to the core18 in a previous PR but in order for it to be active we need of course the right *.wanted symlinks.

This PR adds them. Note that this can only land after:

https://github.com/snapcore/snapd/pull/6295

or firstboot seeding on UC18 will deadlock.
