Update the dpkg list for the ABI test, switch to only tracking removals. #15

Currently make test fails since we have many new packages installed - the list needs to be updated. That being said, I think we actually should only look at packages that are 'missing' instead.

I have prepared a fresh PR for this at https://github.com/snapcore/core18/pull/16 . Can we get this PR closed?
