Add the systemd-sysv package for tools like shutdown and reboot. #24

Without this users won't be able to cleanly reboot their machines, so I think it's good to have.

Prepared https://github.com/snapcore/core18/pull/28 to fix the uid mapping. After that lands, this merge will have to be rebased for the new changes.
