This pull request:

Splits Push and PR actions into their dedicated GHA workflows.
Adds automation to push to edge on merge to main.
Makes git checkouts shallow to shave off some execution time.
Replaces the legacy lib checker with the charming-actions one.

Testing Instructions

Make sure it passes CI.
Make sure the charm was released properly after merge.

Would it be possible to use an if conditional for push to main under release-to-charmhub? That we we would need only one file and no duplication.

The workflows are only incidentally duplicated (ie. they have different reasons to change). To avoid ending up with a file where every step in every job has a conditional of some sort, I think this is preferable.
