fix: pin python-debian requirement #41

Commit 09fb3fbc upstream moved all build configuration for python-debian to pyproject.toml, causing the snap builds to fail.

Do I pin to the latest tag (0.1.49) then? It's from 9 months ago though. They used to have a new one every month and it stopped after that so I'm guessing they don't do tags anymore

For now. yes please. Until we can figure out the issue with snap building and pyproject.toml

I have added some detail in https://github.com/canonical/cpc-sbom/issues/30 to add urgency to the issue now that we are now pinning.
