What needs to get done

Split off craft-application-specific documentation from https://github.com/canonical/craft-parts/pull/763.

Why it needs to get done

While the bulk of the work to support partitions was done in the craft-parts library, from an application maintainer's perspective, the most important interfaces are on craft-application.
