ci: Add release.yaml

This PR adds the tooling to publish new releases on CI.

The GH part was tested on the test-runner repository:

The Pypi part is the same as in charmcraftcache, so I don't expect bad surprises.

Other changes:

• cleaned up the dist folder which should not be in git's index
