Build charm step is generating broken charms

For some reason, my latest runs generate some broken charm files.

The charm files present in this run: https://github.com/canonical/opensearch-operator/actions/runs/7659251387 Have ~16MB, whereas the same build in my local machine, with same charmcraft version, has ~33MB. That causes all the tests to fail.

I retried it after cleaning all the cache in https://github.com/canonical/opensearch-operator/actions/caches, with same result.
