DPE-3641: Add discourse-gatekeeper to data-platform-workflows.

Adding sync-docs.yaml workflow that uses discourse-gatekeeper action to sync discourse docs to its corresponding GitHub repository.

renamed PR to use patch prefix, since _sync_docs.yaml is not part of the public interface

(all future updates to _sync_docs.yaml should use patch(_sync_docs.yaml): prefix)
