Fix for broken requirements in dex on track/2.31 Details are in: https://github.com/canonical/dex-auth-operator/issues/136

Summary of changes:

Pinned SDI to 0.3.6 that has a fix. Solution is described in https://github.com/canonical/bundle-kubeflow/issues/648
Regenerayed requirements*
Unpinned controller version in workflow.
