uses rock built from https://github.com/canonical/dex-auth-rocks/blob/track/2.31.2/dex/rockcraft.yaml

merge after #176

closes #173

Let's note also that from now on (https://github.com/canonical/bundle-kubeflow/issues/747), we will use - instead of _ before commit_id for publishing ROCKs.
