Changes the community contribution conflict detection to be based on page level conflicts rather than using git.

Looks like the chaos testing is not working at the moment. Once that is resolved, the python:3.11-slim image was updated to debian bookworm a few hours ago which is resulting in the step installing git to fail since the version is pinned to 1:2.30 which is not available on bookworm. This means that the upload-charm-docs step in our CI can't pass in this PR and this PR will need to be merged with an override once the rest of the CI passes
