Add cleanup logic to edgexfoundry's autostart testing

• Add cleanup logic for reactivating Config Provider
• Remove obsolete code for enabling support scheduler
• Remove unused tests
• Add delay after restart to avoid reaching systemd's (5 times in 10s) start limit; see https://www.freedesktop.org/software/systemd/man/systemd-system.conf.html#DefaultStartLimitIntervalSec=
