implement `certificate_transfer_interface.v1` to support httprequests-lego operator #65

we need to be able to support certificate_transfer_interface.v1 so that integration with https://charmhub.io/httprequest-lego-k8s/integrations?channel=latest/edge#send-ca-cert is working fine

at the moment when integrating with it we still have the message admin-ui/0* blocked idle 10.1.94.18 Missing certificate transfer integration with oauth provider
