Refactor NewRouter function arguments #222

The NewRouter func is quite overloaded with parameters and following issue https://github.com/canonical/identity-platform-admin-ui/issues/221, not fit for purpose, we should bundle together arguments that belong to the same domain type, like external clients, and provide the function with composite config objects
