Add `can_view` entitlement for each resource creation, with current user as OpenFGA tuple user #298

Right now when creating a resource, the user doing it won't have entitlements to actually list that resource (seeing it appear in the list returned by the GET /{resource} APIs. Same goes for the GET /{resource}/{id} APIs. To fix this, we need to also add a tuple for can_view entitlements like what's been done in #295 .
