Istio-pilot is using wrong tag for dashboard #538

All CKF charms use the ckf tag for the dashboard, but istio-pilot uses CKF. This caused an issue when using one filer tag to display all CKF dashboards.

To fix this, we should simply change it from CKF to ckf.
