Implement rest of Istio dashboards

Context

The upstream provides 6 dashboards to monitor Istio, however we're now providing only one of them.

• [ ] "Mesh Dashboard" provides an overview of all services in the mesh.
• [ ] "Service Dashboard" provides a detailed breakdown of metrics for a service.
• [ ] "Workload Dashboard" provides a detailed breakdown of metrics for a workload.
• [ ] "Performance Dashboard" monitors the resource usage of the mesh.
• [x] "Control Plane Dashboard" monitors the health and performance of the control plane.
• [ ] "WASM Extension Dashboard" provides an overview of mesh wide WebAssembly extension runtime and loading state.

All these dashboards will require some small adjustment to be used with CKF (e.g. juju-topology). See #478 as example.

What needs to get done

1. Add rest of Istio dashboards.
2. Adjust them to work with CKF.

Definition of Done

1. All dashboards mention above are included in istio-pilot or istio-gateway.
2. Functionality of dashboards is verified.
3. Documentation (Charmed Kubeflow charms Grafana dashboards) is updated.
