For openstack charms on charmhub, warn if the latest track is being used #215

According to https://docs.openstack.org/charm-guide/latest/project/charm-delivery.html#latest-track OpenStack charms should be tracking specific versions, not stable. juju-lint could alert if it detects the use of the latest track.
