[Neutron-gateway] Update to actions merged into openstack-charmers-next

We need to change name of actions:

• get-status-routers -> show-routers
• get-status-dhcp -> show-dhcp-networks
• get-status-lb -> show-loadbalancers

We also need to update the documentation and bundle for functional testes to use cs:~openstack-charmers-next/neutron-gateway.
