The initial structure has already been created in the initial commit. Unit tests to cover the code base has been pushed for review (linked below).
After this work, the focus will be on each "Juju verifier" (the logic to evaluate if each type of application, based on the charm used, is safe for a specific operation [shutdown, reboot, ...]).
