Epa howto #658

This is the epa howto. there are a few questions to address and actually some tidying up still to be done (hence draft), but it is completed enough to start looking over and reviewing

Ready for re-review. There are quite a few changes, mainly involved in explaining what's going on and separating input and output.

@eaudetcobello I don't like to go on about it but didn't we change the checks so they didn't run on docs? Every time I commit to this doc another 20kg of CO2 gets released...
