[MISC] Update workflow to use juju 3.x #76

why pin to 3.1.6 here? since 3.1.7 is the latest stable. can we just use 3.1/stable channel?

Just to keep consistent with the CI on Kafka main repository, here.

Also, other teams in Data Platform noticed some somewhat breaking changes in 3.1.7 vs 3.1.6, with respects to juju secrets. That's why they have been pinning 3.1.6 on others repositories we use, e.g. data-platform-libs. Just pinned to 3.1.6 to keep consistency, but I would expect these modifications to also work on 3.1.7 given we are not yet using secrets
